Kathmandu — The government has sent three more ordinances to the President’s Office for issuance.

On Tuesday, it forwarded ordinances related to health science institutions, amendments to some Nepal laws, and universities to the President’s Office.

Earlier, on Monday, the government had already submitted two ordinances—one to amend the Constitutional Council (Functions, Duties and Powers) Act, 2009, and another to amend the Cooperative Act, 2017—for approval.

The move has sparked criticism, with opponents accusing the government of bypassing Parliament. Amid the controversy, Rabi Lamichhane, chair of the Rastriya Swatantra Party (RSP), also held discussions with party lawmakers.

The issue has created divisions within the RSP itself, with some supporting the ordinances as necessary, while others have opposed them.

Ordinances are typically introduced only when urgently required during periods when Parliament is not in session. However, stakeholders have protested after the government brought ordinances even after postponing a parliamentary session that had already been called.
