Speaker Aryal to discuss systematic organization of House emergency time

Kathmandu – Speaker Dol Prasad Aryal has informed that discussions will be held in the Business Advisory Committee regarding the ’emergency time’ of the House of Representatives, with plans to organize it more systematically in the future.

In today’s session of the House, after some members expressed their views on contemporary issues, Speaker Aryal requested members to sit down when additional members stood up to speak after the emergency time had ended and zero hour was about to begin.

When lawmakers like Rajendra Kumar Rai and Balawati Sharma stood up to speak during the same period, the Speaker explained that during the emergency time, it is a parliamentary practice to request and grant time to speak on significant events and issues affecting public life that have arisen between the previous and current sessions.

If the topics proposed by lawmakers to speak on during this time are not deemed sensitive, the Speaker may choose not to allocate time. As members continued to stand, Speaker Aryal allowed more members than initially designated to speak during the emergency time.

In Parliament, it is also a parliamentary practice to draw attention to contemporary issues during emergency time, zero hour, and special time.
