Circular Issued to Resume Classes in a ‘Flexible Manner’ Amid Concerns Over Government Decision Being Impractical

Kathmandu — The Municipal Association and Rural Municipality Federation have issued a circular urging local governments to proceed with student enrollment, teaching, and other academic activities as per local convenience.

In the circular addressed to mayors and chairpersons, they advised local levels to act in line with constitutional provisions that grant them authority over school education, despite the central government’s directive to begin enrollment from Baisakh 15 and classes from Baisakh 21.

The circular states that enrollment and teaching should be carried out based on local laws, context, needs, and consultations with parents, while maintaining or exceeding minimum standards set by the federal government.

The joint circular was issued by Municipal Association Chair Bhim Prasad Dhungana and Rural Municipality Federation Chair Laxmi Devi Pandey.

Some local governments have already decided to start enrollment from as early as Baisakh 2 and begin classes before the federally निर्धारित date, arguing that the government’s decision is impractical.

The associations have also concluded that delaying the academic session and introducing a two-day weekend would significantly reduce teaching time in schools.
