European leaders have said that now is a “critical moment” to increase support for Ukraine and pressure Russia to end the war.

Ukrainian President Volodymyr Zelenskyy met on Monday in London with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz to discuss a revised version of the U.S.–backed peace plan.

During the talks, the leaders reiterated their resolve to secure security guarantees for Ukraine, while increasing economic pressure on Russia.

Zelenskyy announced that Ukraine will share a refined 20-point plan with the United States this Tuesday — after removing “clearly anti-Ukrainian” provisions — though serious concerns remain, particularly over territorial issues.

Despite diplomatic momentum, Zelenskyy acknowledged that no agreement has yet been reached and reiterated Ukraine’s determination not to concede any territory.
