Karnali Province consults political parties on fiscal year 2083/84 policies

The Karnali Province government has engaged in discussions with local political parties regarding the formulation of policies and programs for the upcoming fiscal year 2083/84.

Prior to this, the provincial government had already held discussions with district coordination committees, municipal and rural municipal associations, local representatives, and development partners. On Friday, it consulted with leaders and representatives of political parties about the upcoming year’s policies and programs.

Chief Minister Yamlal Kandel stated that the discussions aimed to gather suggestions from the parties for the new policies, programs, and budget. He emphasized the need to end the tradition of formulating policies and budgets that merely aim to please certain groups or fulfill specific intentions. Kandel highlighted the importance of incorporating advice from all sectors to create a budget that supports Karnali’s development, prosperity, and good governance.

Lalitjung Shahi, Provincial President of Nepali Congress and National Assembly member, suggested bringing a budget that addresses the policies and programs. Bimala KC, Karnali Province Coordinator of the CPN, recommended identifying common issues in Karnali and introducing a scientific and practical budget that ensures good governance and delivers results.

Gulabjung Shah, Chair of the CPN-UML Karnali Province Committee, urged for a budget allocated based on needs and advised making plan selection practical. Surya Khatri, Acting President of Rastriya Prajatantra Party Karnali Province, requested the government to formulate a budget addressing the issues of grassroots citizens. Manglabahadur Shahi, leader of the CPN Karnali Provincial Assembly Party, emphasized the need for policies and programs that address current needs, generational aspirations, and public requirements, along with a corresponding budget.

Jeevanbahadur Shahi, leader of the Nepali Congress Karnali Provincial Assembly Party, suggested making the policies and programs implementable. He stressed the need to prioritize roads, health, education, and agriculture, and to facilitate their implementation.

Tekraj Pacha, Chief Whip of the UML Karnali Provincial Assembly Party, recommended introducing policies and programs that support both physical and human development and youth employment. Krishna Bahadur Jisi, Chief Whip of the CPN Karnali Provincial Assembly Party, expressed the need for Karnali to adopt policies and programs that increase its own revenue.

During the discussions, it was suggested to strengthen hospitals to provide basic health services within Dolpa, Humla, and Mugu districts, address unemployment issues, operate stalled agricultural industries, increase technology and technical manpower, and introduce a budget that increases production and employment based on necessity rather than demand.

The discussion program included the participation of the Chief Minister, leaders of the Provincial Assembly parties, chief whips, political parties, officials and members of the Planning Commission, and senior secretaries and staff of the Karnali Province government.
