Kathmandu — Prime Minister Sushila Karki said on Sunday that the government would make public the report on the Gen Z protests of September 8–9, either in full or at least its key conclusions.

Karki made the remarks while receiving the report from the judicial commission at the Office of the Prime Minister and Council of Ministers in Singha Durbar.

“We will discuss publishing the report. After reviewing its details, if the full document cannot be released immediately, we will at least make its conclusions public,” she said.

The prime minister thanked the commission for completing the report after five months of work.

Handing over the document, commission chair Gauri Bahadur Karki said the panel had carried out its work impartially and included its findings without prejudice. He said the report also contains recommendations aimed at preventing similar incidents in the future.

“This incident occurred due to poor governance,” he said, adding that regulatory bodies had been weakened and delays were evident across state institutions. The practice of making judicial and constitutional appointments through party quotas had also fueled public anger, he said. “If the report is implemented, the country’s situation could change.”

Commission member Bigyan Raj Sharma said the report was an inquiry and that relevant authorities would now need to conduct further investigations and take action based on its findings.

Another member, Bishweshwar Bhandari, said implementing the report’s recommendations on good governance could significantly improve the country’s situation.

The Gen Z protests on September 8–9, 2025 began with youth demonstrations in Kathmandu and quickly escalated into nationwide unrest after security forces opened fire on protesters. The violence left dozens dead and hundreds injured, triggering a major political crisis.
