The Special Investigation Committee on the ‘Cooling‑Off Period’ Fraud Has Submitted Its Report to the Speaker

Kathmandu –  A special investigation committee, constituted to examine errors in the two‑year “cooling‑off period” provision in the Federal Civil Service Bill, has submitted its final report to Speaker Devraj Ghimire.

The committee is preparing to present the report today at a session of the Federal Parliament.

Appointed under the direction of the House of Representatives, the special committee Wednesday morning at 4:15 a.m. finalized its unanimous report. The document strongly protested that the amendments were made in violation of the intent and process of the bill, asserting that the leadership must assume responsibility for those irregularities.

Additionally, it recommended legal action against the civil‑service staff involved in preparing the bill report.

The committee was chaired by Jeevan Pariyar of the Congress party, and its members included Sushila Thing (Congress Secretariat member), Narayan Prasad Acharya and Ishwari Gharti (both from UML), Madhav Sapkota (Maoist Centre), Ganesh Parajuli (Rastriya Swatantra Party), and Roshan Karki (Rastriya Prajatantra Party).

According to the committee, the amendment to the bill—affecting the two‑year cooling‑off period—was inserted by bypassing legal procedure. However, they could not hold the implicated civil‑service officials accountable due to opposition from the ruling CCP‑UML coalition, which prevented the committee from formally blaming those staff.
