Kathmandu – The Speaker of house of representatives, Dev Raj Ghimire has called on political parties in Parliament to uphold dialogue and cooperation to maintain party consensus, elevate the dignity of the legislature, and address public expectations in unison.

On the occasion of Parliament Day, 2082, Speaker Ghimire extended his greetings to all Nepali brothers and sisters, current and former members of the Federal Parliament, and representatives from provincial assemblies and local governments. He expressed gratitude for the contributions of an independent press, civil society, and conscious citizens towards making Parliament more effective, accountable, and responsible to the people.

Marking this historical day, he paid heartfelt tribute to the martyrs who sacrificed their lives in the struggle for parliamentary democracy and acknowledged the contributions of political fighters.

Each year on Asar 16, Parliament Day is celebrated to commemorate the first meeting of the elected House of Representatives in Nepal. Speaker Ghimire emphasized that this day is also a time to reflect on democracy, constitutionalism, rights of the people, and the responsibilities of elected representatives towards citizens.

Highlighting Parliament as a key institution of people’s sovereignty, he stated that democracy is fundamentally rooted in public participation. The message notes, “Crucial tasks such as policy-making, legislation, and effective oversight are carried out through Parliament. It ensures that policies and laws align with the people’s will through managerial procedures.”

He mentioned the constitutional requirement for all tax-related proposals to be presented in the assembly, respecting the democratic principle that taxes should not be levied without the people’s consent.

He also emphasized that the cornerstone of a democratic governance system is dialogue, cooperation, and consensus, stating that while political parties may have differing ideas, perspectives, and priorities, party consensus on issues of shared national concern is essential and unavoidable.

Speaker Ghimire underscored the idea that Parliament should be a platform for dialogue, not for debate.
