Kathmandu – The House of Representatives session on Sunday erupted into chaos after MP Amresh Kumar Singh proposed leasing out all districts of the country—except for five to seven—to foreign nations.

During budget deliberations on finance, urban development, women, children and senior citizens, youth and sports, and the Prime Minister’s Office, Singh criticized the unequal allocation of funds. He remarked that only districts influenced by powerful figures were receiving budget allocations, and suggested leasing out the remaining districts “to countries like the United States of America”—a comment that sparked an uproar in Parliament

As Singh spoke from the rostrum, CPN-UML General Secretary Mahesh Bartaula raised a point of order, demanding that the statement, which he deemed against national dignity, be struck from the record. Lawmakers from the ruling side applauded in support of Bartaula, prompting Speaker Devraj Ghimire to instruct that the controversial remark be expunged from the official minutes.

Although the Speaker allowed Singh to continue speaking, he refused to resign the rostrum, accusing the Speaker of acting under party directives. When Singh shifted to unrelated topics, the Speaker ordered him to leave the rostrum and cautioned him against repeating such remarks.

During the exchange between the Speaker and Singh, members of the ruling coalition created further disturbances, intensifying the commotion in the chamber.
